Women and Sport: A Consultation Document.

The ideal of ' Sport for All' is enshrined in the Sports Council's Royal Charter and is a principle of sports policy in Britain and elsewhere in the world. For example the European Sports Conference Charter states "Sport is an inalienable right of every person". However, it is widely recognised that everybody does not enjoy equal opportunity in sport, hence the need for policies and programmes which attempt to redress inequities.


The Sports Council has produced this paper in recognition of the need for a substantive policy on 'Women and Sport' to guide the work of the Council and other agencies concerned with the provision of sports opportunities.

It has been drawn up by an officer policy working group of the Sports Council which was established in 1990. A draft paper was considered by invited experts in December 1990 and revisions and amendments were made in the light of their comments. A second draft was produced in February 1991 which was widely circulated for consideration by officers within regions and units of the Sports Council and to people outside the Council who had particular expertise or who might be involved in implementation of the policy.

The policy was considered by the Sports Council in Autumn 1991 and it was agreed that wider dissemination and consultation with partners and key agencies was desirable.

The attached document can therefore be viewed as a 'green paper' on which comments and observations are invited. Following the consultation period (January -March 1992) and guided by the views of our consultees, the Sports Council will reconsider a policy for 'Women and Sport' to underpin work in this area through the 1990s.
